Discount Eligibility is determined on a per-product basis depending on the sale or discount that is active at the time.
If the active discount you are trying to use requires a minimum purchase before applying a percent or dollar-off discount, typically all items will apply to that threshold. However, the actual discount will not change the price of certain restricted items. If your cart only contains restricted items, you will not be able to apply the coupon.

Unless otherwise explicitly stated, discount codes sent to regular non-wholesale customers may not be used by wholesale customers. Free Socks Smöl Print
If you have a code that offers 1 (one) free pair of socks, the free sock pair MUST be added to cart in addition to other items that meet the stated discount requirements.
Socks must be added to cart as individual items, not as a sock pack. Shopify isn't smart enough to apply the discount to pairs of socks within a pack.
For example, if your discount says you must spend $10+ to get a free pair of socks, you have to add at least $10 of merchandise to your cart in addition to the pair of socks you want to be free.
If you have 2 or more pairs of socks in your cart and meet this criteria, the least-expensive pair of socks will be what is free.
Gift Cards, Store Credit, Etc.
